The first half is full of valuable "How's, What's, When's, Where's, and definitions." The second half contains the Tax tables and rates. A new version is available each year.
"Employer's Supplemental Tax Guide" Supplement to Publication 15 (circular E), Employer's Tax Guide: "Publication 15-A" for use in 2011. This resource is downloadable off the IRS website and is a two part publication like Circular E. This supplement has a good deal of information concerning religious organization taxes.
